Launched by Union Minister for Social Justice and Empowerment, Thawar Chand Gehlot, the portal will allow transgender persons to upload an affidavit declaring their gender.

Recently Union Minister for Social Justice and Empowerment Thawarchand Gehlot launched the ‘National Portal for Transgender People’ and inaugurated a ‘Garima Griha: A Shelter Home for Transgender Persons’ in Vadodara, Gujarat.

About National Portal for Transgender People:

  • This national portal for transgender persons has been developed within two months of the notification of 29 September 2020 of the Transgender Persons (Protection of Rights) Rules 2020.
  • This highly useful portal will help a transgender person from anywhere in the country to apply for a certificate and identity card digitally.
  • Its most important advantage is that it helps the transgender person to get an i-card without any physical interface and without going to any office.
  • Through the portal, they can monitor the status of their application which ensures transparency in the process. Issuing officers also fall under strict timelines for processing applications and issuing certificates and identity cards without any necessary delay.
  • Once certificates and I-cards are issued, applicants can download them from the portal itself. In case of delay or rejection, the applicant will have the option to make complaints through the portal which are forwarded to the person concerned and will be resolved at the earliest.
  • This portal will help many people from the community to come forward and get transgender certificates and identity cards according to their own perceived identity which is an important provision of the Transgender Persons (Protection of Rights) Act, 2019.

‘Garima Griha: A Shelter Home for Transgender Persons’

  • Garima Griha, a sheltered place for transgender persons, will be run in collaboration with the Lakshmana Trust which is a community-based organization run entirely by transgenders.
  • The purpose of the shelter site is to provide shelter to transgender individuals, who have basic facilities such as shelter, food, medical care and recreation.
  • In addition, it will provide support for capacity-building / skill development of individuals in the community which will enable them to live a life of honor and dignity.
  • ‘Shelter Homes for Transgender Persons’ scheme includes shelter facilities, food, clothing, recreational facilities, skill development opportunities, yoga, meditation / prayer, physical fitness, library facilities, legal assistance, technical advice for gender change and surgery, Capacity building, employment and skill-building support for trans-friendly organizations, etc.
  • The Nodal Ministry has taken the first step to improve the conditions of transgender persons and has identified 10 cities to set up 13 shelter homes and expand facilities for transgender individuals in collaboration with selected 13 CBOs in the country on a pilot basis. .
  • The cities include Vadodara, New Delhi, Patna, Bhubaneswar, Jaipur, Kolkata, Manipur, Chennai, Raipur, Mumbai etc. The scheme will rehabilitate a minimum of 25 transgender persons in each of the households identified by the ministry.
  • It is a pilot project and upon its success, similar schemes will be expanded to other parts of the country.
