According to poverty estimates, following the current Tendulkar Committee methodology, the number of people living below the poverty line in India was estimated at 27 crores in 2011-12.

Finance Minister Nirmala Sitharaman has told in the Rajya Sabha that the number of billionaires in India has come down from 141 in FY20 to 136 in FY21. This calculation is based on the gross total income declared in the income tax return. In the financial year 2018-19, the number of individuals with a gross total annual income of more than Rs 100 crore was 77.

As per the information available with the Central Board of Direct Taxes (CBDT), there is no legislative or administrative definition of the term billionaire under direct taxes. Wealth tax has been abolished with effect from 01.04.2016 and hence, CBDT does not take any further information about the entire wealth of an individual taxpayer.

According to poverty estimates, following the current Tendulkar Committee methodology, the number of people living below the poverty line in India was estimated at 27 crores in 2011-12. The Finance Minister also informed that according to the Bayer Necessities Index prepared in the Economic Survey 2020-21, the level of many basic needs like drinking water, sanitation, hygiene improved significantly in 2018 compared to 2012.

(वित्त मंत्री निर्मला सीतारमण ने राज्यसभा में बताया है कि भारत में अरबपतियों (billionaires) की संख्या FY20 में 141 से घटकर FY21 में 136 रह गई है| यह गणना आयकर रिटर्न में घोषित सकल कुल आय पर आधारित है| वित्त वर्ष 2018-19 में 100 करोड़ रुपये से अधिक की सकल कुल वार्षिक आय वाले व्यक्तियों की संख्या 77 थी|)

 

(केंद्रीय प्रत्यक्ष कर बोर्ड (CBDT) के पास उपलब्ध जानकारी के अनुसार, प्रत्यक्ष करों के तहत अरबपति शब्द की कोई विधायी या प्रशासनिक परिभाषा नहीं है| संपत्ति कर को 01.04.2016 से समाप्त कर दिया गया है और इसलिए, सीबीडीटी (CBDT) एक व्यक्तिगत करदाता की पूरी संपत्ति के बारे में कोई और जानकारी नहीं लेता है|)

(गरीबी अनुमानों के अनुसार, वर्तमान तेंदुलकर समिति कार्यप्रणाली का अनुसरण करते हुए, भारत में गरीबी रेखा से नीचे रहने वाले व्‍यक्तियों की संख्‍या 2011-12 में 27 करोड़ अनुमानित थी| वित्त मंत्री ने यह भी बताया कि आर्थिक सर्वे 2020-21 में तैयार बेयर नेसेसिटीज इंडेक्स के मुताबिक पीने का पानी, सैनिटेशन, हाइजीन जैसे कई मूलभूत जरूरतों के स्तर में 2012 के मुकाबले 2018 में काफी सुधार हुआ|)
