The INC was originally liberal and confined itself to non-violent methods. Moreover, its demand was limited to the inclusion of more Indians in the civil as well as military services. He never talked about independence. The first meeting of Congress was to be held in Poona (now Pune). However, due to the cholera outbreak, the event was shifted to Bombay (now Mumbai). Congress established the Moderates and the Extremists as two political parties in 1907:- Bal Gangadhar Tilak, Lala Lajpat Rai, and Bipin Chandra Pal (also called Lal-Bal-Pal) were the leaders of the extremist group. Dadabhai Naoroji, Firoz Shah Mehta, and Gopal Krishna Gokhale led the moderate party. The radical group advocated total independence, while the moderate group sought self-rule inside the British Raj.
